When dealing with multiple projects, program, portfolios creating cadence is the hear that unites, integrates, and effectively executes your organization like the heart beat is the soul of our self. It ultimately provides the synchronization of data that is consistently pulled to provide information to Sr. Management at its more accurate single point. Have you dealt with developing a cadence? from the outset or organically??? This can be done on a quarterly basis for large efforts that require large autonomy and flexibility, monthly at a Program level, or bi-weekly at a project level. This also depends on the availability for actuals and effort needed to update forecasts or modifications within existing plans. You want to know you are on the right path and have the room to modify plans from unforeseen factors in the field or development. The balance tends to be not to be to strict that ultimately the tightrope will break in a large complex effort, while at the same time; one should provide a minimal structure to unite efforts in a way that they support each other rather then work against each other because they don't take into account each other resource, contractual, priority, or other constraints.
