Product based portfolios will focus on feautures and dates that will impact the product release dates. Changes will likely scope or descope from one release to another. When portfolios are service based as in utilities it will be supply chain and labor based to maintain or erect new infrastructure. Changes will be based on purchase orders and SOWs that address delays in materials and labor production. The changes will address delays in revenue and energization. Construction typically a lump sum contract based on maintaining original contract dates where tracking is critical to enforce contractual dates and costs.
